The Collapse of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from different nations. Significant resources is devoted on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely delivered by allied countries. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: maybe the incoming missile won't cause damage this time, preventing destruction from devastation and additional electricity failures.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a aerial vehicle close by, part of a mobile-fire group – most likely imported technology. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, damage and utility failures in many homes as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are demonstrably unable to replace in the near term.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, no doubt, persist.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. US administration works based on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unrealistic to force Russia to relinquish the land that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does nothing to deter Moscow, through diplomacy or military means, from assuming that the status quo will not change more in its advantage in the near future.

Opposing Positions

Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a entire defensive failure until circumstances change in its advantage.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
